The Governor’s Office is seeking expressions of interest from skillful professionals for the position of Supervisor of Elections. This role presents an important opportunity to lead on maintaining excellence in the delivery of elections in Anguilla, improve election processes and steer any future reforms to electoral systems.

Role Overview

As detailed in the Elections Act 2019, the duties of the Supervisor of Elections are:

(a) to exercise general direction and supervision over the registration of voters and the administrative conduct of elections;

(b) to ensure that all election officers act fairly, impartially and comply with the Elections Act;

(c) to develop and design training programmes for persons appointed to be election officers, including programmes designed to ensure that the functions of officers are carried out in an independent and impartial manner;

(d) to design a continuous non-partisan voter education programme for voters;

(e) to regulate the conduct of election officers, issuing to them such instructions as from time to time (s)he deems necessary to ensure effective execution of the provisions of the Act;

(f) to publish at least once every 3 months, in such manner as (s)he deems fit, a notice— (i) in the Gazette, and on the Electoral Office website, or (ii) on any publicly accessible government of Anguilla website, requiring any person who is qualified as a voter under section 43 of the Constitution to make an application for such registration in the appropriate form;

(g) to prepare and furnish to the Governor— (i) as soon as is practicable after 30 March in each year, a report on the operations of the Central Electoral Office during the year that ended on 31 December, and (ii) a copy of the statement of accounts required under section 10 and the Auditor’s Report on that statement of accounts;

(h) to execute and perform all other powers and duties which are conferred and imposed upon them in the Elections Act

 

Ideal Candidate Profile

The Governor’s Office is looking for someone who can demonstrate the skills and experience to deliver the key aspects of the role stated above as well as excellent leadership, organizational and communication skills.

The ideal candidate should also have the required aptitudes to prepare effective public service announcements to inform and guide the public on election related matters, conduct voter education sessions/activities and conduct voter registration drives as necessary.

Essential requirements/qualifications:

Candidates must:

Have the ability to demonstrate complete political neutrality and to act impartially and independently of any political or governmental influence.

Be ordinarily resident in Anguilla and be a registered voter.

Be in possession of either:

  • the necessary qualifications to practise in Anguilla as a barrister or a solicitor with at least one year administrative or supervisory experience respecting elections, or
  • an undergraduate degree with at least 2 years administrative or supervisory experience respecting elections, or
  • at least 5 years administrative or supervisory experience respecting elections.
 
Additional details:

The role attracts a salary of $4,000 per month with additional compensation in an election year.

The expectation will be for the successful applicant to remain in the role until at least 3 months after Anguilla’s next general election.

Selection Process
